NAGOYA--An unemployed man was arrested on Feb. 8 on suspicion of injuring a pedestrian in a hit-and-run accident here while driving an electric kick scooter without a license.
Kazunori Matsuzaki, 44, is accused of traveling the wrong way on a one-way street in the city’s Naka Ward at around 5:10 p.m. on Feb. 3 when his motorized scooter hit a 47-year-old man crossing the road, according to police.
The pedestrian, from the city’s Higashi Ward, sustained a clavicular fracture.
While admitting to leaving the scene after knocking down the victim, the suspect, a resident of the neighborhood, claims he was unaware a license was required for his scooter.
As of July, a driver’s license is no longer required for electric kickboards with a maximum speed of 20 kph under the revised Road Traffic Law.
However, the suspect’s scooter can reach a maximum speed of 25 kph.
The vehicle also lacks green lamps indicating its maximum speed, which are required for license-free scooters.
