OKAZAKI, Aichi Prefecture--Higher ranking police officers joined in the beating of a diabetic being held in restraints who died while in their custody, security camera footage revealed.
Security cameras in the Okazaki Police Station here caught multiple officers, including a few higher-ups, kicking the handcuffed 43-year-old man.
The man was arrested on Nov. 25 on suspicion of obstructing a police officer carrying out public duties. He was found unconscious in his cell on Dec. 4 and taken to hospital where he was pronounced dead.
Aichi prefectural police searched the police station on Dec. 16 for evidence related to the incident.
The filthy condition the man was found in led police to look into whether there were violations of the law on penal detention facilities that require detainees to be treated with proper consideration, such allowing them a bath at least once every five days.
The law also requires a report to the police station chief when restraints are used on a detainee. Police are looking into the chain of command at the Okazaki Police Station regarding the treatment of the man following earlier reports that he was also denied medication for his condition.
