For the second straight day, hackers believed to be connected to Russia crippled Japanese government websites.

The Digital Agency said its e-Gov website could not be accessed from around noon on Sept. 7 because of a cyberattack believed carried out by a Russia-linked group known as Killnet.

The e-Gov website, which provides information on laws and administrative procedures, and other sites operated by central government ministries could not be accessed from the evening of Sept. 6.

But that problem was resolved later that day.

Digital Agency officials said there were no signs that any personal information was leaked in the cyberattacks.

Social media accounts linked to Killnet on Sept. 6 said cyberattacks had been conducted on Japanese government websites and the mixi social media site.

At his Sept. 7 news conference, Chief Cabinet Secretary Hirokazu Matsuno said the government was investigating the cause of the access problems and if Killnet was involved.

A distributed denial-of-service (DDoS) attack on the government websites is one possibility.

According to mixi officials, access problems emerged from around 7 p.m. on Sept. 6, likely caused by simultaneous access from a large number of sources that overburdened the company’s computer system. This is a classic example of a DDoS.
