KYOTO—Two Chinese nationals were arrested on suspicion of helping a compatriot illegally enter Japan as a Japanese language school student, police said.

Zhou Jiwei, 45, a company employee in Tokyo, and Yu Ling, 39, who is secretary-general of a Japanese language school and lives in Kawaguchi, Saitama Prefecture, have denied the allegations, sources said.

The two conspired to help a 35-year-old Chinese woman illegally enter Japan for profit purposes between 2023 and 2024, according to a recent announcement by the community safety division of the Kyoto prefectural police department.

The woman worked at a sex trade shop in Kyoto. She was arrested on suspicion of violating the immigration control law in August.

Zhou and Yu submitted false documents to the Tokyo Regional Immigration Services Bureau and the Chinese Consulate General to obtain a certificate of eligibility and visa. Police said the documents stated she would attend a Japanese language school.

Zhou, who was introducing students to Yu, received a request from the woman for help in entering Japan.

The woman told police that she wanted to obtain a student visa to work at a sex trade shop in Japan for a long time, sources said.
